Elza Pais

She is a Member of the Portuguese Parliament, representing the Socialist Party, a sitting member of the 1st Committee on Constitutional Affairs, Law, Freedoms and Guarantees, and alternate member of the Committee on Education, Science, Youth and Sport and of the Committee on Foreign Affairs and Portuguese Communities.

She represents the parliamentary group of the Socialist Party at the Commission for Equality and Against Racial Discrimination (CICDR).

She is a sitting member of the delegation to the Parliamentary Assembly of the Community of Portuguese Language Countries (CPLP), where she coordinates the PESSOA Program.

She was President of the Subcommittee on Equality and Non-Discrimination, within the framework of the 1st Committee on Constitutional Affairs, Law, Freedoms and Guarantees in the XII and XIII Legislatures.

She is President of the national structure of Socialist Women – Equality and Rights (MS-ID), having launched in the most recent mandate a county-level base for this structure, allowing a more active participation of women in all parts of our territory.

She holds a PhD in Sociology from the Faculty of Social and Human Sciences of the New university of Lisbon (FCSH/UNL), and a Master’s degree in Gender Violence from the same school.

She is a Researcher at the Interdisciplinary Center for Social Sciences (CICS) at FCSH-UNL and at the Center for Investigation in Criminal Law and Criminal Sciences, Institute of Criminal Law and Criminal Sciences (CIDPCC)/FD-UL.

She was Professor at the Portuguese Catholic University – Faculty of Humanities, at the Higher Institute of Social Work in Lisbon and at the Miguel Torga Institute in Coimbra.

She was Secretary of State for Equality in the 18th Constitutional Government, President of the Commission for Citizenship and Gender Equality, 2005-2010, Coordinator of the Mission Structure of the European Year of Equal Opportunities for All – 2007, and president of the Domestic Violence Mission Structure. She was President of the Portuguese Institute of Drugs and Drug Addiction High Commissioner of the LIFE Project of the Presidency of the Council of Ministers.

She is the author of the books: “A Decade for Equality and Against Gender Violence | 2005-2015” (2015) and “Marital Homicide in Portugal – violent breakdowns of conjugality” (2010), and co-author of the book “Violence against Women” (1997).

She has participated in several Conferences and authored several national and international articles in the area of equality and non-discrimination, citizenship, human rights and drug addictions.

In 2007 she received the Rainbow Prize from ILGA Portugal for her fight against homophobia and promotion of the rights of LGBTI people.
